Mr. Jeffrey Murphy

Chief of Staff

Mr. Murphy began his tenure as Chief of Staff in March 2015 after serving as the Assistant Dean of Management of the Center for almost six years. He arrived at the Perry Center in April 2009 after serving as a contracted Executive Officer with the Office of the Director of National Intelligence following his retirement from the US Army in October 2008. He served as Acting Director for nearly eight months following the departure of the Center's Director, Mr. Mark Wilkins. Mr. Murphy is a Distinguished Military Graduate of Marquette University and holds a Masters of Arts Degree in International Policy Studies from the Monterey Institute of International Studies.

During a distinguished military career, Mr. Murphy held a variety of administrative and command positions. Commissioned into the Adjutant General Corps, Mr. Murphy first saw service in Germany with 1st Personnel Command. During Operation Desert Shield and Desert Storm, Mr. Murphy supported the 2nd Armored Calvary Regiment and the Dragoon Battle Group. He was then assigned to US Army Element, Supreme Headquarters Allied Powers Europe, where he served as the Chief of Strength Management Branch and the Secretary of the General Staff. Upon his return to the US, Mr. Murphy served as a Battalion Personnel Officer and later as Company Commander, Headquarters and Headquarters Company, 96th Civil Affairs Battalion (Airborne). Subsequent to his selection and training as a Foreign Area Officer, Mr. Murphy was assigned to the US Southern Command (SOUTHCOM) as a Political-Military Affairs Desk Officer where he worked with the nations of the Andean Ridge. Mr. Murphy then moved to Washington, DC to serve as the Deputy Director of SOUTHCOM’s Washington Field Office where he worked as a liaison to the US Inter-Agency, the services, the Joint Chiefs of Staff and the Office of the Secretary of Defense. Mr. Murphy served as the Executive Officer to the Chairman of the Inter-American Defense Board. His final active duty military assignment brought him to the Defense Intelligence Agency where he served as a Division Chief and as the Staff Director in the Counter-Narcotics Trafficking Office.

As the Chief of Staff, Mr. Murphy supervises all aspects of WJPC’s operations, implementing guidance, priorities, and direction of the Director. He provides advice and assistance to the Director on all aspects of WJPC operations and specifically those pertaining to organization, resourcing, manning, academic programs, research activities, community relations, public affairs, business practices, and security. Since 2012, Mr. Murphy has volunteered as a member of the Speakers Bureau for the Partnership for Public Service where he has spoken at a number of colleges and universities across the country about the value of public service and offered career advice to students interested in careers with the federal government. Mr. Murphy has also served as a government mentor for current public sector employees in a mentorship program with GovLoop.com.

His numerous awards and decorations include the Bronze Star Medal, Defense Meritorious Service Medals, the Meritorious Service Medal, Army Commendation Medals, and the Inter-American Defense Board Medal, and he has been decorated by the governments of Argentina, Saudi Arabia, and Kuwait.
