Adjunct Professor

Mr. Earle joined the faculty of the Center for Hemispheric Defense Studies as a Visiting Professor in July 2014 for a two-year detail from the Office of the Secretary of Defense. After his detail concluded, Mr. Earle has returned to the Perry Center as a member of the adjunct faculty.

Previously, Mr. Earle served as Principal Director for Western Hemisphere Affairs in the Office of the Secretary of Defense since 2009. In this position, Mr. Earle oversaw the operations of the Office that advises the U.S. Secretary of Defense on all matters of defense and security policy related to or affecting the countries of the Western Hemisphere. Mr. Earle represented the Department in interagency and international meetings, leading bilateral and multilateral working groups, and developing and presenting U.S. Defense policy. He was Acting Deputy Assistant Secretary for Western Hemisphere Affairs from January through October 2013.

Prior to joining the Office of Western Hemisphere Affairs, Mr. Earle was the Director of Arms Control Policy in the Office of the Secretary of Defense, responsible for policy oversight of strategic and conventional arms control agreements. In this position, he represented the Department in the NATO High Level Task Force on Conventional Arms Control. He represented the Under Secretary of Defense for Policy in treaty negotiations and in compliance reviews of all nuclear and conventional arms control agreements, including small arms and light weapons.

Earlier in his career, Mr. Earle was at the Defense Technology Security Administration first as Chief of Multilateral Export Control, and then Chief of Technology Security Policy. He came to Defense from the Department of Commerce where he was a Latin America Country Director for international trade. His first government position was at the Congressional Research Service.

In the private sector, Mr. Earle held positions with the Educational Testing Service, the Hydroelectric Authority of Cali, Colombia, and the Quaker Oats Company.

Mr. Earle received his Bachelor’s Degree, magna cum laude, from Harvard and a Master’s Degree in Latin American Studies from Princeton University. He also attended the New York University Master’s Degree programs in Madrid, Spain and Paris, France, as well as the Harvard Kennedy School’s Executive Seminar for Senior Officials in National Security.
